BMBF project “Common public goods. The political organization of infrastructure provision in the regulatory state.”

German title: BMBF project GROEG “Gemeinwohl-relevante öffentliche Güter. Die politische Organisation von Infrastrukturaufgaben im Gewährleistungsstaat”

The research project (2020 – 2023) was funded by the Federal Ministry of Education and Research (BMBF) in the funding line “Participation and the common good” and the reserach team was based at the Institute of Political Science at the Eberhard Karls University of Tübingen.

Aim and content of the project:

We are investigating how infrastructure tasks are politically conceived as public goods and how they are demanded from the guarantee state. We are interested in the extent to which the state sees itself as a guaranteeing state in the organization of public welfare-oriented services and is able to meet the expectations placed on it. Our focus is on selected fields of action:

• medical healthcare in rural areas (Andrea Futterer)
• the provision of urban living space (Johanna Betz)
• provision of “clean air” in cities (Melanie Nagel)

In these fields of action, we want to determine more precisely which specific developments, problems and obstacles exist and how political decision-makers react to them. In particular, we will analyze the competing meanings and justifications for the state’s provision of public goods. In addition, we will examine the guarantee claims that civil society actors make on the state. Among the competing discursive and programmatic ideas, special attention will be paid to the positions of so-called “weak interest groups” from the perspective of participation.
